No luck. Checked all wire connections, upgraded firmware, and want to rephrase the description from flicker to slight shimmer! Barely noticeable to me, but customer must be very over sensitive to light. He insists there is a problem, but voltage varies 3 volts and frequency only 1 HZ. What can I do?

If it were me, I would swap out the controller to see if it goes away. If it doesn't just put the old one back.
At least you've removed it as a possibility.

Sounds like normal operation for a non-inverter generator. Output just isn't utility quality.

Just curious - is the flicker/shimmer on incandescent, fluorescent, or LED lighting. Fluorescents are notorious for flickering, even running off utility power. Possibly this is what your customer is experiencing and possibly his ballasts, if fluorescent, are on the way out.
