My ATS seems to beep working fine but I just have one question.
The breakers are all “hot” when switched to utility power. I hope that is normal.
Just looking to confirm.

What model switch do you have? I would say that the utility breaker/s could be warm but “hot “ would concern me. I would amp probe the load and determine what the normal percentage of the breakers rating is being used.

If by "hot" you mean that they have power on them, that is normal. They are the breakers for the loads in your house. Those circuits are no longer in your main panel. They get power either from your electric company or from the generator when the electric company fails.
