I've had my 17KW system up and working for the past 5 years. When I installed it I had no use for the 50A and 30A double poles in the the transfer switch. I'm now finishing my basement and thinking I would like to have a few more circuits protected. What's the easiest way to turn those two breakers into 20's and 15's? What's the best way?

Replace the breakers with ones just like the rest in the ATS.

Of course, you'll have to do the wiring up to code. You would be well advised to get someone who is qualified to help.

Sure you can. However, you still need to meet all applicable electrical codes. Included in this is the requirement that the generator be sized to handle ALL LOADS that are automatically connected to it by the transfer switch. The total load can be controlled by load shedding equipment, but that can add significant cost to the package.

Don't forget to pull a permit and have the job inspected.
